What is BIS?

The Bureau of Indian Standards (BIS) is a government body under the Ministry of Consumer Affairs, Food & Public Distribution. BIS issues the ISI Mark, which confirms that a product meets the necessary Indian quality and safety standards. ISI certification is mandatory for both domestic and foreign manufacturers producing products covered under Quality Control Orders (QCOs).

BIS Requirements for Furniture – New QCO Update

A QCO issued by DPIIT on 13 February 2025 mandates ISI Mark certification on all furniture products from 13 February 2026. This applies to Micro, Small, Medium, and Large manufacturing units.

Applicable Indian Standards for Furniture:

• IS 17631 – Work Chairs
• IS 17632 – General Purpose Chairs and Stools
• IS 17633 – Tables & Desks
• IS 17634 – Storage Units
• IS 17635 – Beds
• IS 17636 – Bunk Beds

In-House Laboratory Requirement

Before applying for the ISI License, manufacturers must set up an in-house testing laboratory with the required equipment as per BIS norms.  Exemption for MSME.

Government Fee Concessions for Domestic Manufacturers:

• 80% discount – Micro units
• 50% discount – Small units
• 20% discount – Medium units.

Procedure to Procure BIS License for Furniture

Step 1: Identify Product Standard

Confirm which IS standard (from IS 17631 to IS 17636) applies to your product category.

Step 2: Set Up In-House Laboratory

Install all mandatory testing equipment and ensure the lab meets BIS requirements.

Step 3: Prepare All Required Documents

Collect plant documents, machinery list, test equipment list, raw material list, and identity documents.

Step 4: Online Application Filing

Submit the ISI License application on the BIS portal along with all documents.

Step 5: Factory Inspection by BIS Officer

A BIS officer will inspect:

• Manufacturing process
• In-house lab setup
• Product testing capability
• Quality management system

Step 6: Sample Testing

BIS officer draws product samples, which are tested in the manufacturer’s lab or a BIS-recognized outside lab.

Step 7: Grant of ISI License

If all parameters meet BIS requirements, the ISI License is granted.

Validity

Upon grant of the license, the license will be valid for one year. It will be renewed every year.
